To the exception of red_led_on in the arm-specific assembly code, all
code interacting with the red status LED was guarded by the
CONFIG_LED_STATUS_RED symbol, which is enabled in none of the upstream
defconfigs.
Since the last board which overrode the weak red_led_on function got
migrated to the new LED mechanism, there's also no user of the
arm-specific assembly code anymore, therefore it can be removed along
the other unreachable code sections.

The last user of coloured_LED_init has been recently removed, so we can
remove all places it's called and defined as it does nothing now.
Nobody makes use of the yellow and blue status LEDs from the legacy API,
so let's remove all references to it.

The last CONFIG_MVS in code was removed almost 12 years ago in commit
3b98b57fa7 ("include: delete unused header files").
STATUS_LED_PAR was last seen 8 years ago when removed in commit
5b8e76c35e ("powerpc, 8xx: remove support for 8xx").
If CONFIG_LED_STATUS_BOARD_SPECIFIC is not defined, the build will fail
so we won't even reach this part of the code.
Let's simplify the if block to actually possible configurations.

Rework BOOT LED handling. There is currently one legacy implementation
for BOOT LED from Status Led API.
This work on ancient implementation used by BOOTP by setting the LED
to Blink on boot and to turn it OFF when the firmware was correctly
received by network.
Now that we new LED implementation have support for LED boot, rework
this by also set the new BOOT LED to blink and also set it to ON before
entering main loop to confirm successful boot.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Move all of the status LED feature to drivers/led/Kconfig.
The LED status definitions were moved from the board configuration
files to the defconfig files.
TBD: Move all of the definitions in the include/status_led.h to the
relevant board's defconfig files.

For current U-Boot to initialize status LEDs via status_led_init(), it
is required to have both CONFIG_STATUS_LED and STATUS_LED_BOOT defined.
This may be a particular concern with GPIO LEDs, where __led_init() is
required to correctly set up the GPIO (gpio_request and
gpio_direction_output). Without STATUS_LED_BOOT the initialization isn't
called, which could leave the user with a non-functional "led" command -
due to the fact that the LED routines in gpio_led.c use gpio_set_value()
just fine, but the GPIO never got set up properly in the first place.
I think having CONFIG_STATUS_LED is sufficient to justify a
corresponding call to status_led_init(), even with no STATUS_LED_BOOT
defined. To do so, common/board_r.c needs call that routine, so it now
is exposed via status_led.h.

This patch extends the U-Boot "led" command to support automatic blinking
by setting a blink frequency in milliseconds. Additionally the number of
supported LEDs is increased to 6 (0...5).
This will be used by the PCA9551 LED driver.

The file has a wrong inline keyword of __led_toggle(), which causes
compilation error. And its content is defined in common status_led.h.
So define CONFIG_BOARD_SPECIFIC_LED in board config files and remove
this header file.

The EST SBC8260 is over 10 years old, and the SBC8240 older than
that. With the tiny amount of RAM (by today's standards), there
really isn't anyone interested in running the latest U-boot on
these EOL products anymore.

When boards define CONFIG_BOARD_SPECIFIC_LED, the common led definitions
are OK for Blackfin boards. So switch the few boards using these over to
the common code.
