Daniel Leung 718a219bf1 cmake: expose TOOLCHAIN_HAS_PICOLIBC to kconfig 
This mirrors TOOLCHAIN_HAS_NEWLIB to picolibc so the cmake
variable TOOLCHAIN_HAS_PICOLIBC can be used in kconfig.
