- Remove HAS_MCUX_SIM and HAS_MCUX_RCM Kconfig symbols
on NXP platforms

- delete HAS_MCUX_SIM/HAS_MCUX_RCM kconfigs,
use dt ways to get enabled SIM/RCM devices
